Have you ever wondered how Rotary International constitutional documents are determined or changed?  Each Rotary district selects a representative and an alternate to serve a three-year term on the Council on Resolutions/Legislation. These representatives assist clubs and districts with composing resolutions and legislation to be proposed and then these representatives vote on any proposed items.

Clubs, districts, and the RI Board can submit proposed resolutions and legislation. Resolutions are requests to the Board or Trustees to take an action that is outside the scope of the constitutional documents. Resolutions are proposed and voted on annually. Legislation is proposed enactments which seek to change Rotary's constitutional documents - the RI Constitution, RI Bylaws, and the Standard Rotary Club Constitution. Legislation is proposed and voted on once every three years.  If any club would like to submit a proposed enactment, or have assistance composing a proposed enactment, please contact Kim LeSage, kimlesage@sbcglobal.net. Submissions must be voted on by the District before being submitted to RI with a final deadline of December 31st, 2023.
